Migrants: emergency or manageable phenomenon? What policies can the European Union put in place to govern this phenomenon which is catalyzing the politics of all European states? The revision of the Dublin treaty is now more necessary than ever to address migration in an organic way and in solidarity between States. How can international development cooperation contribute to tackling the problem and which active policies for Africa can be adopted to affirm the right not to emigrate.
