Note on the implementation of law 125 of 2014 and the need for improvement

The note is based on observations and perceptions, and is addressed in particular to institutional managers and representatives of development cooperation subjects. It aims to provide a contribution to the analysis and reflection for a new phase of the Italian system of international cooperation, identifying shortcomings and limits of the legislative reform and its implementation that emerged during the past five years. The analysis of the positive aspects and successes to be hoarded is therefore postponed to a later moment.
The note also intends to propose the start of a process: it therefore requires to be enriched with other contributions and different points of view, to have a picture as close as possible to the real problems in order to face and overcome them. There may be inaccuracies, gaps or even errors: they have no negative connotation and can also represent a contribution to further study. The observations and proposals do not follow a precise order but are grouped by institutional subject.
